For the innocents to win, all the assassins have to die. For the assassins to win, they have to tie it up (an equal number of innocents to assassins).
The idea is that, if there's an equal number of innocents and assassins, they'll be able to force the vote into a tie every time and innocents won't be able to kill them anymore. Or they'll even be able to convince an innocent to vote with them. But innocents can't win then.
((Some mods will sometimes let the game continue if there's still a role in play that makes it possible for innocents to still win, but that's pretty rare.))
