I have half a dozen on set pics that might help. they're not great quality as you'd expect, but they're brighter than most of the screen grabs from that ep so you can see what he's wearing a bit more clearly....

Now I sort of can figure out what the red thing on his neck is (I'm still not sure what it is actually - some kind of cravat? - but now I know what it looks like, which is good :D)

based on pics I've seen from around that time, I'd say it's most likely a scarf.
