Admittedly, I'm not quite sure of the physics behind it. You'd have to ask Matt Smith or the woman who calls herself TARDIS for that.

But as far as the good Doctor's motivations go... who knows. She's not done much but see how we react to certain events. Either it amuses her to watch us jump through hoops for her, or she just yearns for knowledge.

We had a sentient evil computer take over for about a month and only just managed to knock her offline. Seems she took the power with her.

At least one apartment building is running on a generator. You should be able to find a working shower there.

And if all else fails, there's always the fountain in the park.
