It’s how every conversation of theirs starts. Doctor never lets him get a word in edgewise if it seems that he’s about to hit on someone, and it amuses Jack to no end.
So when Jack tries to introduce himself to Donna, it’s no surprise that Doctor starts it up again.
It is a surprise when Doctor pushes Jack up against a wall and kisses him.
When the flustered Doctor pulls away, he tells Donna he was doing her a kindness.
And no, Jack’s not grinning against the wall.
