hurts_my_soul 1. Start out with your base. One that’s sort of bluish to begin with usually works best.
2. Duplicate your base and set it on soft lifght, 100%. You may have to add a screen layer too if your base is darker.
3. Fill a new layer with a turquoise blue color (#99DDF6) and set it on color burn, 90%

4. Add this gradient on soft light, 100%. I also take a soft, round brush in white and run it along the edge to make it softer.

5. Finally, I add a brightness/contrast layer. To do that on my program, I go to Layer>>New Adjustment Layer>>Brightness/Contrast. Set the brightness to +10 and the contrast to +20.
