IC, it's working at random, but OOC, I'm letting the other party decide whether or not they want her attraction to work on a character or not. You can have it work once, all the time, occasionally, or never! It's completely up to you.
Also worth noting, her pheromones are quite potent, so they can work their sexy magic in person or in voice/video. Of course not in text, but it's so much trouble to use that anyways that she likely won't bother.
