Most of these decisions seem fair to me. I might not have rated Miller quite so high but I can't argue that when he draws something, it definitely has a style that suits his sort of stories. You can't really think of DKR or Sin City without thinking of his rough, raw art.
J H Williams III as a number 1 is an interesting but I think very good choice. As you say, he plays with panel layout in an awesome way and draws female characters who are sexy without being pouty wank fantasies. I'm hopeful that his Batwoman solo is as good as her Detective Comics run because that was one of the comics I really looked forward to reading every week.
Your alternates include a couple of gothy ones I'm less familiar with, but there's no real shocking decisions there. I'd probably have given Brian Bolland and Philip Bond a higher position than Frazer Irving or Darick Robertson but that's more a matter of personal taste than any real metric.
