The Secretary called Russian Foreign Minister Lavrov this morning to discuss Syria, including U.S. concerns about reports suggesting an imminent enhanced Russian military build-up there. The Secretary made clear that if such reports were accurate, these actions could further escalate the conflict, lead to greater loss of innocent life, increase refugee flows and risk confrontation with the anti-ISIL Coalition operating in Syria.

QUESTION: Mr. Secretary, now that the White House says it’s open to practical and tactical talks with - mil-mil talks with the Russians, what’s the next step and at what level, what’s the scope, what do you envision?...
SECRETARY KERRY: The President believes that a mil-to-mil conversation is an important next step and I think hopefully will take place very shortly and it will help to define some of the different options that are available to us as we consider next steps in Syria.
Obviously, our focus remains on destroying ISIL and also on a political settlement with respect to Syria, which we believe cannot be achieved with the long-term presence of Assad. But we’re looking for ways in which to try to find a common ground. Clearly, if you’re going to have a political settlement, which we’ve always argued is the best and only way to resolve Syria, you need to have conversations with people and you need to find a common ground.

This morning, Secretary of Defense Ash Carter had a constructive conversation with the Russian Minister of Defense Sergei Shoygu on the situation in Syria. The secretary and the minister talked about areas where the United States and Russia's perspectives overlap and areas of divergence. They agreed to further discuss mechanisms for deconfliction in Syria and the counter-Islamic State of Iraq and Levant (ISIL) campaign. The secretary emphasized the importance of pursuing such consultations in parallel with diplomatic talks that would ensure a political transition in Syria. He noted that defeating ISIL and ensuring a political transition are objectives that need to be pursued at the same time. Both the secretary and the minister agreed to continue their dialogue.

Сегодня Министр обороны России генерал армии Сергей Шойгу провел телефонный разговор с главой Пентагона Эштоном Картером.
В ходе часовой беседы главы военных ведомств подробно обсудили обстановку на Ближнем Востоке в целом и ситуацию в Сирии и Ираке в частности. В центре особого внимания - необходимость координации двусторонних и многосторонних усилий по противодействию международному терроризму.
Разговор показал, что по большинству рассматриваемых вопросов мнения сторон близки или совпадают.
Министры обороны констатировали восстановление контактов по линии оборонных ведомств двух стран и условились продолжить консультации.

Они прошли на прошлой неделе в Москве, пишет Bild am Sonntag со ссылкой на источники в американской разведке. Отмечается, что США могут предоставить России данные о позициях боевиков террористической группировки «Исламское государство». Ранее сообщалось, что Керри просит Россию усадить Асада за стол переговоров.
