Please join us on Tuesday, April 7 from 12:00 p.m. to 1:30 p.m. at the Atlantic Council, 1030 15th St NW, for a public discussion with Dr. Andrei Illarionov, Senior Fellow in the Center for Global Liberty and Prosperity at the Cato Institute and the President of the Institute of Economic Analysis, an independent economic think tank in Moscow, Russia. Dr. Illarionov will discuss the Kremlin’s fourteen-year long preparation for the war against Ukraine, Mr. Putin’s offer of the Grand Bargain to the West, and possible strategies to stop the aggressor.
Russia’s annexation of Crimea last year and continued aggression in Ukraine’s east has left many speculating about the end goals of Mr. Putin’s war. For some it is still unclear whether the Kremlin’s war in Ukraine is a spontaneous response to the Euromaidan protests that toppled a pro-Russian regime in Kyiv or the result of long-term strategic planning. Today, with a fragile ceasefire holding in the Donbas, a new Russian offensive in Ukraine is once again on the table.
Dr. Illarionov, a former economic adviser to Mr. Putin, resigned from his post as presidential adviser in 2005. The reasons for his resignation were massive human rights violations in Russia, the transformation of Russia into an authoritarian regime with a group of secret police officers at the helm, and Russia’s aggressive behavior toward its neighbors. Since resigning from his position, Dr. Illiarionov has been a prolific commentator on Kremlin’s policies and critic of Mr. Putin’s wars against Georgia and Ukraine.
