Canterbury Earthquake Response and Recovery Act

Like many, I’m pretty incensed at the passing of the Canterbury Earthquake Response and Recovery Act (CERRA) in the last 24 hours or so.

It's all of them except the six listed, as the precursor statement to the ist in s6(4) is "including (but not limited to)-"
And when joined with the previous subsection providing absolute protection from the courts, and

Yeah, that's what makes this so totalitarian. It's specifically not limited to these laws, his powers under the act are almost unlimited.
