Send you suggestions for optimizing the individual parts of the rules of the game volleyball - system use [challenge system].
I suggest you to optimize this part of the rules and thereby to improve the game of volleyball. Neither more nor less! 10 specific proposals (10 steps of the new system Challenged). Next challenge will be system in the written material to the so - CS.
I offer a visual, print and mechanical methods of transmitting information of the CS call.
... My credo: the starting point of solving all of these problems - all DISPUTED issues to call CS must be NUMBERED and the numbers behind them should be FIXED FOREVER (застолбованы -sestavovani)!
It is desirable to identify the contentious issues in short! For example, violations of the rules in football is a foul (one word).
I invented a new word - dim, in Russian it can be translated as dullness = тусклость* [tusklost`], the noun from the adjective dim (e.g., dim light), synonyms are hazy, foggy, fuzzy.
* In Russian, the word dullness is not popular, often used such as uncertainty, ambiguity.
1 dim [dim], is singular, and dims [dim] - plural. That is, dims - dim, dims 7 - 7 (species) of tusklostey! (C).
10 steps new CHALLENGE SYSTEM:
1. Approval of a separate document for controversial issues (dims, see p.3) for CS in all the competitions under the auspices of the FIVB and all zonal confederations!
2. Systematization with respect to the frequency of requests the controversial points (dims) and their numbering from 1 to 7 (see p.4).
3. It is desirable to identify the contentious issues in short! For example, violations of the rules in football is a foul (one word) - dim, in Russian as dullness = тусклость [tusklost`]. 7 the contentious issues - 7 dims.
4. A brief and monotonous writing controversial points [dims] in this and all subsequent documents.

№6: spade-centre line: YES or NO
