Twenty years after a series of pandemics wiped the earth and a virus stopped mutating but instead started mutating humans, the world is still in shambles. The survivors have gathered in a few heavily guarded cities, but supplies are rare and food is scarce. Since the mutants have formed their own packs and have become increasingly organized, contact with many of the other cities has been lost. Temperatures have dropped and so has morale. Julie and Elisa are two pandemic orphans - the sole survivors of their families, raised by those who lost their own to be soldiers. Chelsea, despite having a family still, has chosen to join their watch unit voluntarily. A mistake, due to intoxication, leads a unit to be slaughtered on their watch. Julie, riddled by guilt and tired of fighting for her existence while being harassed by another soldier, makes the rash decision of joining the mutants. Not being able to kill her friend a and recognizing the regret in Julie's mutant eyes, Chelsea is soon drafted into a secret research programme trying to find a cure. Elisa in turn is brought on board when she knows too much. Together with an elite squad, including Julie's assailant, they carry out missions to study the mutants and are engaged in a race against the clock to find the antidote before it is too late for Julie.
Soon, they realize they have severely underestimated the mutants, and the protests from the community itself drive them even deeper underground, until everything seems hopeless.
