When people who barely know which end of the tube the round comes out of try to write gun legislation.
H.R.3999 - To amend title 18, United States Code, to prohibit the manufacture, possession, or transfer of any part or combination of parts that is designed and functions to increase the rate of fire of a semiautomatic rifle but does not convert the semiautomatic rifle into a machinegun, and for other purposes.
Okay, the bill itself isn't up yet. But this, on the face of it, is so friggin' stupid I barely have words. Well, I do have words, but many of them only contain four letters and are not suitable for a family audience. I'll probably use them anyway, so buckle up, because I'm going (to attempt) to parse this.
For the uninitiated: A semi-automatic rifle fires one round per trigger pull. There are ways to speed up how fast you can pull the trigger, but the rate still one round per pull, with no action required between trigger pulls, such as working a bolt or cocking a hammer. Got that? Good.
So, what I think they're trying to accomplish here is to ban things like the bump stocks the Vegas idiot used, which aid in making the trigger pull faster, but really fuck up your accuracy. There are many other ways to make it so you can pull the trigger faster, such as simply polishing or lubing the bolt rails, or swapping out the spring, or installing a short reset trigger for competition shooting. I have the feeling that they're trying to ban these things, also, with that law, because, well, it's what they do. Or maybe they're not actually trying because they're clueless and have no idea how people actually use their guns, but the Law of Unintended Consequences works entirely in their favor this time. I'm sure their reaction, if/when this is pointed out, will be either a giant "so what" or "ha, good!" and a thumbs-up.
However. None of these things actually increase the rate of fire of the rifle. It's still one round per trigger pull. So, their stupid-as-hell do-something-itis bill actually accomplishes exactly jack and shit for their purposes. Anything that "increases the rate of fire" turns a semi-auto rifle into an automatic rifle and is already banned.
They don't mean "rate of fire." They mean "speed of trigger pull." So they'd better define what they mean by "rate of fire" in the actual bill--and make damn sure it's a narrow definition. Not that they will. You and I both know that.

I also like how they've tacked on "or for other purposes" on the end, there. Because that's not vague at all, is it. Give these people a millimeter, and they will take a hundred miles. As stated above, it's what they do, and I do not trust them.
