Kinda typical, guy's a loan shark. Dirty dude, mad shady. He loans out, gets the client to agree to more cash than they really need, right? Then once collection time comes and they can't pay, he plays nice for awhile.

Bingo. Ties up any way to retaliate or protect themselves and since we got no justice system, he just threatens the crap out of them before they can ask for help.

I was going to refer them to Brave Vesperia, but I don't think they'd know what to do with it.
