I don't know. All I was told is that she's a special person who may be targetted by the KGB, terrorists, or other factions.

Ideally the mission would have been carried out without Chidori's knowledge, but the plane hijacking made that impossible.

Good point. But Mithril and the EDF are allies, right? Our interests should be the same most of the time, if not all of the time.
