As the hospital where I work seems to have hit the local headlines regarding the policy for "snow leave" I was just wondering, for those that had to stay home due to the snow..

From our HR dept..

Monday 2nd February - Approved Absence - paid. Given the weather and cancellation of public transport.

Tuesday 3rd February Holiday or Approved absence unpaid for those who did not attend today - whilst there were disruptions to public transport it was still possible to attend (even though you may have been late). This would apply to parents whose children could not attend school as it was closed. If individuals had made arrangements to work from home - this would be treated as normal

Wednesday 4th February onwards - (Depending on weather and public transport availability) this should be treated as holiday or unpaid absence.

It's worth noting that we are rather exposed to issues with public transport. The nearest tube station is half a mile away down a very steep hill (no really), and the train station is two and half miles away down an equally steep hill. Given that the trains, tube and busses were all cancelled that day anyway, there really was no practical alternative.

Driving was possible, but pretty dubious. A lot of our staff drive in from Surrey, which was one of the worst affected areas that first day.

From day two onwards though, it was doable and most people still off were taking the P. I had one guy who stayed off 'working from home' as he was allegedly snowed in in Purley. I let him off with it as his direct line manager approved it and he did do some work on the VPN, but it was made very clear on the Wednesday that he would be in work the next day.

I think the line your place has taken is unnecessarily harsh.
