"wrapping" stitches

Hi everyone,

I am working on shaping the shoulders of a cardigan. The instructions use short rows and say to "wrap" stitches... Does anyone know of any good sites with instructions on this? And what function does it serve? I've short-rowed sock heels, and I don't believe I've ever done this before.
