Look for the Wahl home haircutting kit (possibly still made in USA?, around $25-30?) at Bartells. The clippers that they sell at Rite Aid are inferior (as of my last shopping experience).
I get it cut wet these days (at Supercuts where it is optional) but that is because when I go in my hair is long and bushy, and it's a lot easier to manage. When I was younger, my hair was shorter and straighter when I went in and barbers would cut it dry. The back of my neck is always shaved.
I shave mostly with an electric razor, but then and when I have used a blade razor, I have learnt that a recipe for razor burn is to wash ones face before you shave, so I guess a suggestion would be to not get ones hair cut when one is squeaky clean.
I like getting my hair cut wet, just 'cause the scalp massage is really nice. They usually take the razor to it first though just to get the bulk down. Razors also don't operate as well on wet hair I'm told.

But, seriously, $15 for a cheap set of clippers and a steady hand will save you much bank ;p (The back of the neck is a bitch, though...)
