As far as population density goes, there's about five NPCs to every played character. The NPCs inside the city can be interacted with in various ways, but don't really have much information. They're civilians, pulled over from their own original worlds.

Is it possible for an NPC to be from your character's world, and therefore recognize them if said character is something of a celebrity? Also, how far can one go with NPCs? Should they just be mentioned as a passing thought almost entirely, or could you do something like having an NPC roommate, give a particular NPC a basic personality, and maybe even a name?

Coal is still around, here and there, along with barbecue-esque briquettes. Every now and then, it's possible to stumble across a couple of batteries, but that's rare, and only a few.

Should you seek mod permission in general for any of these things, or just for batteries, or...?

Many of the scientists will talk to characters; they're starting to look beyond their walls a bit. Some are friendly. Some are not. Sometimes the soldiers will talk, but in general they don’t have PCDs.

Is it possible to have contact with a guard without mod permission? For example, if your character just wants to chat, or your character wants to get in, but you don't plan on having that happen and would have the guard hold them off, is that okay, or should anything considering them be run by the mods first?

No. The worlds are their own, original. Interaction with NPC people in the town is casual and passing, they're not going to develop or become original characters. They can be killed, they can be casually chatted with, they can be bartered with. They won't be friends or helping or harming.

No. The Scientists and Soldiers are played in every interaction to control what information gets out/what gets said. They also have distinct personalities. Contact with a guard needs a mod running the guard.

Just jumping in here, sorry, to add this:

NPC=non playable character. They're like...Non playable Original Characters with a kind of nondescript status. They are people in the crowd, to fill in the background of the world our characters play in. Extras, like in a film. All of the playable characters are the stars.

Therefore, you cannot give them any more than a passing interaction (like bumping into them, killing them, watching them scream in terror before Godzilla steps on them, something that doesn't require much interaction). If you have to give them thoughts/opinions/ideas or personality, then they become playable, and we cannot allow someone to unofficially control extra characters in that manner (extra being someone they didn't app).

Playable character's pets are the exception as pets do not speak or do much more than act, so you can interact with your pet and create their actions, though your pet can not talk...or they become a character unto themselves too.
