Summary: The Master is still bored. It's time to stir up a little trouble in Adstringendum.
Notes: Open only to the people who signed up in the OOC post about this. The Master is going to be wandering about Adstring, so have your characters encounter him wherever you please. Feel free to toss them in whenever you're ready for them to be victims, doesn't have to be this second! Once your character is hypnotized, go right ahead and have them start causing chaos. Also, just note that the Master will make it so that they won't remember who did it to them, of course. He doesn't much want to go into hiding. Finally, for simplicity's sake, you can have the hypnosis wear off whenever once they've finished their rampages or whatnot.
Things hadn't been getting much better. Despite scavenging around, there just wasn't enough actual circuitry and computer parts laying about the city to help him make the thing he wanted to. The Tissue Compression Eliminator, for example; he rather dearly missed that device. The only thing he could think of until he struck gold was to take apart PCDs, but that'd take a little thievery on his part, which he didn't feel much like doing at the moment.
And that damned idiot still wasn't here. He wondered if this was how the Doctor felt all those years, all alone in the universe, the one singular Time Lord. Not being able to sense a single other one. That certainly explained a lot.
As he walked through the city, he wondered. The Doctor always came running when he started causing a little trouble. Or a lot of it. Maybe it was time to do just that.
