That's what I call it when before I go to sleep, I repeat a short phrase describing what I am trying to get myself to do or remember when I am asleep. You can make it as short as long as you want it or need it to be, but I usually say something like "Tonight, I will remember my dreams" or even "Tonight, I will remember my dreams; when I wake up tomorrow, I will write them down." It might sound dumb, but it actually has gotten me some good results and is something I've done for years. Just say it a few times before sleeping and try to really believe it will happen.
It's ideal to keep a journal or notepad right next to your bed or beside your pillow to write as soon as you wake up, but I'm also usually in to much of a hurry to bother with it until later. Just do your best, and try to get something on paper or recorded in some manner as soon as you get the time.
Also one more tip: the more dream-related contented you can watch or read before sleeping, the more you will get into the habit of thinking about such things routinely. It's basically an extended version of what I am talking about above, but watching or reading about dream content/recall before bed is a great way to prime yourself for the night ahead.
