The Russians aren't waiting for the results of the November election. The DOD & Pres. Bush is already downplaying the situation by claiming surprise that the Russians have a boat that can cross the ocean.
The western hemisphere is getting guests this coming November.
The U.S. media doesn't seem to care... I believe the media's desire is to report this, in earnest, when the missiles are in our backyard. Nothing raises Nielson ratings (commercial revenue) like foriegn nuclear threats.
The U.S. does the same thing, but our propaganda machine churns this info out till it becomes white noise. Pretty soon, all this saber rattling is going to cancel each other out, and the public is going to be surprised when someone launches a missile. Don't be, I 've worked with missiles before, there's many safeguards, so if one goes off -it's intentional.

The Kremlin has recently moved to intensify contacts with Venezuela, Cuba and other Latin American nations amid strained relations with Washington after last month's conflict between Russia and Georgia.
Heavy nuclear-powered battle cruiser Pyotr Veliky (originally called the Yuriy Andropov; Kirov Class) departed the Severomorsk Base on 22SEP08. They will be escorted by five smaller warships and a fuel vessel. Media reports that the group includes nuclear submarines.
On their way to Venezuela, the Russian flotilla is expected to detour through the Gibraltar Strait into the Mediterranean, where the U.S. 6th Fleet is deployed. The Russian warships may visit the strategically located Syrian port of Tartus. Scheduled to arrive in Venezuela in November. The Russian warships would participate in the first joint naval exercises with the Venezuelan navy on November 10-14.
The Pyotr Veliky displaces 25,000 metric tons and carries 20 P-700 Granit (SS-N-19 Shipwreck) supersonic anti-ship cruise missiles that can destroy ships of any class (Carrier Killer). The Russian battle cruiser is also heavily armed for ASW and air-defense missions; such weaponry also enhances its combat survivability.
The Admiral Chabanenko, which carries eight P-270 Moskit (SS-N-22 Sunburn) anti-ship missiles and surface-to-air missile (SAM) systems, is intended to locate and destroy enemy submarines.
