I am applying to several more corporatized technical colleges, and many of these institutions require a paper application form in addition to the standard curriculum vita. You want them to have the information they need in as easy and time efficient manner. They do not want to be flipping through various sheets unless needed. If you simply put "see vita", they might miss the information or just not be bothered to find it when 50 other people managed to put it on the form (even though they too are completing about 3 applications a day).
