I have a hypothetical question.

If someone does something that isn't terrible but is widely considered wrong, will it hurt or benefit that person if they confess?  Furthermore, are there cases in which breaking the rules is permissible?

That sounds completely hypothetical. I think it depends on what the person in question did. And I think everyone breaks the rules every now and then.

Anyone who says they've never broken at least one rule is probably lying. Everyone does stuff they're not supposed to do, but... most people do things that'll only get them into a little bit of trouble. Not something terrible.

To answer your question, I really think it depends on the not-really-terrible thing.
