They've stopped, mostly.

The Police Force isn't doing well.

How did you keep it together? Coherent?

Probably; the City never seems to have any shortage.

A lot of it came down to organization and paying attention, to be honest. The force does have to stay coherent if it's going to work well, I just tried to lead it in a way that would cater to that.
