In situations like this, I believe maintaining a list of crimes committed is an impossible, unfeasible, and ultimately futile task. If the City is attempting to further undermine what citizen-imposed order exists here, it's succeeding. Nothing encourages disorder like a no-holds-barred bout of cannibalism.

It has a purpose in most. Individually it doesn't...it's just creepy.

I think they do. They reply to messages directed at them; they must at least monitor it.

They might. They're not omniscient, so they must monitor our moods and reactions somehow.

Maybe we should experiment. Everyone can feign happiness for a few days... we'll see what happens.

If they're monitoring us then they'd have read that and if everyone feigned happiness they'd probably assume it was on purpose.

It would be nearly impossible to do anything on a Citywide scale anyway, especially without the aid of network communication.
