That's NOT the way to do it

Minnesota State Patrol has a "Drug Recognition Evaluation" course, intended to teach officers how to recognize individuals under the influence of various intoxicants. But, hey, experience is the best teacher, right? It's alleged that two officers involved with the program provided marijuana to individuals who had been lawfully detained during "Occupy Minnesota" protests, in order to observe their behaviour. The officers were supposed to go out into the community, locate an individual under the influence, and observe them (and get the subject's permission to perform urinalysis to confirm their conclusions). Instead, they decided to simplify matters and provide the pot themselves.

However, despite eyewitness reports, no charges are being laid due to "contradictory statements" provided by witnesses.
