Perhaps you could (unless this would also be impossible) include it as a 'third option' sort of thing. Like, every time there's only two options, there's a third button just saying 'Flip?' which chooses one of the two for you at random. I know, it sounds pretty similar to what I was just saying, but I find it hard to believe that there isn't some sort of button like that that could be put in; that's a pretty common thing, from what I've seen.
Or! Ooh, ooh! Here's an idea! There could be an option available at the start of the game - either you play it regularly, or you play it in 'Coin mode' - in which case, the text on the buttons is blacked out/obscured somehow, so you don't know just what option you're clicking! That makes every decision a completely random chance (unless you've played the game before and have a really good memory), effectively replicating Harvey's decision-making process. People who don't like it can play it the standard way; people who want the authentic Two-Face experience (or just see themselves as hardcore risktakers) can live dangerously and activate Coin mode. Whaddaya think? You like?

Understandable. I thought incorporating Bats as essentially a running gag might be funny, is all.
