While I'm older and wiser enough to know that McDonald's is shit that will kill me, I still have a great deal of fondness for the Happy Meal toys I had collected over the years as a kid growing up in the 90's. Of course, when it comes to which line of tie-in toys were my favorites, you can probably guess:

Penguin looked fairly accurate to how he looked in the film - at least how he looked after Jen and Josh spruced him up:




As you can see, he's in a ridiculous Penguinmobile with the umbrella he used to give Max 'a splitting headache'.

Now the Penguin figure Kenner put out in its Batman Returns line was just the one from their Super Powers Collection with his tuxedo painted black and red, so that might be what you're thinking of...but I think that was just because they didn't get the sculpt done in time rather than because of any kind of censorship (if you look at the original Penguin B: TAS figure that was released shortly afterward, it comes with that same 'hypnosis' umbrella...I'm thinking that they just modified their months-late DeVito sculpt into the Animated version...)
