That's a very ambitious theoretical question. I'd sooner go for Hamill voicing all Jokers leading to better stories, but only if he had a director to hone and guide him through the different Jokers of different eras. Hamill is a good enough actor to pull each off. So I'd be hard pressed to think of any Joker stories that would actually suffer from Hamill's voice, as long as he really put everything into it.
Bolland, on the other hand, draws in the style of only Bolland. And while he is a god (or was, back when he relied on pen and ink more than computers, and was thus incredibly slow), there's no way he could improve on the work of men like Dick Sprang, Neal Adams, and Marshall Rogers. No way in hell. That said, I'd kill to see Bolland redraw the Dini Christmas issue with Robin, because I really dislike Don Kramer's artwork. A lot. A lot a lot a lot. And it's the one thing I really dislike about an otherwise-near-perfect story. Throw Bolland in there, and you have an issue that you'd want framed.

My god, though, I'd pay good money to read an entire Two-Face story painted by him.
