Off-hand, have you checked out BATMAN: YEAR ONE and/or BATMAN: THE GREATEST STORIES EVER TOLD? Because both would be, IMO, essential Batman reads. Most people would rightly recommend the former, but fewer would suggest the latter, which is a shame, as it contains many great stories, including the one I consider to be the definitive Batman story. It's called "Night of the Stalker," by the same writer who also did one of the greatest Joker stories ever told, "The Laughing Fish," which can be found in the excellent collection BATMAN: STRANGE APPARITIONS. Whew, hope I'm not overwhelming you!
Also, be sure to check your local libraries, because it's amazing how many graphic novels are making their way to their shelves!
Yeah, the only time "Eye of the Beholder" has ever been collected was in BATMAN PRESENTS TWO-FACE AND THE RIDDLER, but that's been out of print for almost ten years. I keep harping on this, but I'll say it again: it's a crime. Good luck in your search!
