As 'barbaric' goes, I think we're doing okay. For now, at least. [She hesitates, wanting to say something about the water, but not having the words. She remembers what he was like though, back in the Quell. A man transformed]

You could always just fill up a bathtub.

[He unwraps the fish, glancing it over before taking a bite of it. Could be saltier, he thinks. He looks over at Katniss for a moment before looking away again.] I don't think they meant that part literally in their lessons.
