Enjolras knew if he were to have any chance at all of win, he had to talk to the People, as many as he could reach. There was an element of a 'popularity contest' in the island's elections, as Lex had told him most recently, though it was a discussion he'd had before. Though he had no hope of being popular by the traditional definition, he could ensure that as many citizens as possible knew his name, his beliefs, his experience and his hopes for the future of this place.
He and Lex had decided the best way to accomplish this was to simply go up to people and talk to them, and so this was what he was doing. He walked with the brisk posture of someone on a mission, and when he spotted someone coming toward him he stopped and addressed them in the same manner. "Pardon me, may I have a few minutes of your time? I wish to discuss the upcoming election."
