I know the budget is fuxored, but please stop extorting from tax paying citizens!

I'd like to report an issue of possible extortion being perpetrated at the Annual Pet Clinic today. I just paid $44 to get two dogs who were spayed/neutered vaccinated and get city tags. The cost of this clinic is well stated on the website http://ucitymo.org/CivicAlerts.aspx?AID=222

Fees for spayed/neutered cats are $18.00 and $20.00 for dogs. Fees for non-spayed/neutered cats are $26.00 and dogs are $28.00. Fees cover both vaccination and St. Louis County rabies registration. The fee for dogs includes $2 U. City dog license.
I tried to explain this to the woman collecting money for the city tags, but she said that that was a mistake. I want to know why I had to pay an extra $4 to get my pets vaccinated this year compared to last because this lady didn't understand how the funds were being collected.

Also, I tried to get a Dog Play Area tag for both of my dogs, which should have been an additional $18 on top of the $4 for city tags that I paid for my dogs, but she had a misunderstanding that you had to pay for tags plus the dog play area separately, and that the city tags weren't included as part of the dog play area fee.

I, along with the rest of the U City residents who registered/vaccinated our dogs today, would like our $2 per dog over-paid to U City refunded.
