as it turns out, one person can indeed make a difference! at the dining hall, people can fill out comment cards. they post up the cards with answers on a bulletin board. i was quite disgruntled at my sugar-in-the-raw being replaced with splenda, so i filled out the comment card. i also requested oat nut bread, since usually all that's left is white and pumpernickel bread. lo and behold about a week or 2 later, there's sugar-in-the-raw next to the splenda! yay! i have restocked my supply and am a happy camper.
