Lelouch has close to no hormones. It’s part of his charm. (but go for it. you are totally free to stupefy and embarrass His Majesty).
If the hugging/kissing is not romantic and he is somehow used to you, he will accept it in his most tsundere way. Many of his closest relatives and friends hugged and kissed a lot. It's not like he was strong enough to stop them anyway.

Joie de Vivre/Lelouch : Lelouch is getting to know Joie de Vivre, and he feels very ambivalent about the whole deal. Lelouch is all for free will, and firmly believes in human strength and people’s urge to find their own happiness. Still, he understands Delilah is powerful beyond his imagination and will fight one battle at a time, retreating whenever necessary and, if possible, strive for win/win situations. Also, due to his previous experience with his parents, he wonders if she doesn’t suffer from the same god complex which has plagued his whole bloodline for centuries, including himself. He also knows very well how lonely a ruler of the world can be.
