And they (the writers) didn't show us what Vance shredded from his own file at the end of last season.

Anyway I read an article by the producer of NCIS where he said this season ends not in a cliffhanger but a cliff. He also said that the audience will think they know how next season will resolve the cliffhanger but they will be wrong.

Yes. I read that too. This was part of a 5 episode arc. 4 from season 6 and the first episode from season 7.
