It took about 9 months for June and I to catch up with NCIS. There were about 3 marathons that the DVR recorded which made catching up fairly easy. But currently the complete fifty rules haven't ever been stated. Although it appears that not all of them were made up by Gibbs since in "Forced Entry" a Marine stated rule 23 (Never mess with a Marine's coffee if you want to live) not Gibbs.

This year in season 6 we learn that the rules thing was not made up by gibbs, but by his first wife. The rules we hear are ones he has put together. I do know that all 50 rules have not been listed... And I wasn't speaking of the past episodes only about the rules, but the entire series as a whole past, present and future. We also learned this season that there are several rules pertaining to lawyers, and that rule #18 is the main umbrella lawyer rule. They didn't actually say what the rule was, but they intimated that it wasn't very nice.

What I was trying to say is that even while Gibbs has a numbered list (and got the idea from his first wife), I don't think he thought up all the rules an example being in the episode "Forced Entry", when McGee drinks Gibbs' coffee unawares, an on-base marine (not Gibbs) explains that rule #23 is "Never mess with a Marine's coffee if you want to live." Also it was Mike Franks that gave him the un-numbered rule "Don't ever say you are sorry because that is a sign of weakness" as shown in "Hiatus, Parts I/II". Also it implied (at least to me) that Gibbs got at least some of the numbered rules (maybe without numbers) from Franks.
