Things have been 'quiet' at the GCPD. There's still the normal buzz of a city horribly infested with crime, but with Gigante's death there was still a vacuum of power that no one had stepped up to take control.

So Gordon has time to come down to Arkham to take an abbreviated tour. Mostly, just the maximum security hall, with a plan to visit with Harvey afterwards.
