So, it seems that at the moment, almost all of the 'theatrical criminals' in Gotham are locked up or in hospital beds. This is good and bad for Pickman. It's hell on his income, but it also means that now is the best time for a little urban exploration, with reduced risk of running into someone he can't handle.

Of course, there's still risk. So he'll take someone along with him.
