The funny thing is that this whole part

Shuri knows how flustered he himself gets about sex and if he can induce that in someone else--! If he can use sex as a trump card to exploit people and possibly get the upper hand over someone else then yes!

IS EXACTLY WHY DEVIT TREATS HIM THAT WAY HIMSELF, because it gets a reaction and gives him power. There's not much that Devit really has over Shuri, being dumber and a social outcast and all, so it's like, he figured out early on that "I win if I talk dirty to him," SO THAT'S WHAT HE DOES. It's funny because he is actually not constantly thinking about sex (well a lot of times he is but not THAT MUCH), but when he's around Shuri it's like "LET'S TURN THE CONVERSATION IN THIS DIRECTION TO WATCH HIM FLAIL AND CRY." :D

Hilariously though, their views are like otherwise totally opposite.
