Well, you'd better find a place to stay since it's still snowing outside right now.

There are a few apartment buildings where the majority of people here live. I think Latimir is full, but you might have better luck with Horton or Marshall.

Also, has anyone told you about the chips yet?

Well, our lovely scientist friends put a chip in everyone when they arrive here. It inhibits any and all superhuman abilities. If you had any powers or skills beyond the ability of a normal human, you'll find yourself unable to perform them.

They also serve as a kind of tracker I've been told.

Alright, if you go north on Lander Boulevard, both Marshall and Horton will be on your left. Marshall is the first street after Ingles Trail. You can find the apartment buildings on their respective streets.

Isn't it though? There is a way to get the chip removed. Most of the doctors here know how to do it, but-

Right, and I'm sure people fully consider that warning when getting their chip removed might be the difference between watching another child die in front of their eyes, or being able to do something about it.

It's a risk, but if it's necessary, then do it. If not, why would you be so irresponsible in the first place to get a chip removed?
