He hasn't had trouble sleeping. Yes, the sound thing has been annoying, and yes he's still reeling from trying to talk to Sasha and failing. But the sound he has learned to ignore and embrace, and his failure he can sluff off fairly easily to deal with another time.
So really, while he waits for Last Order, he's in a pretty decent mood, relaxed and prepared to help her off to sleep. It's about time for him to go under anyway, so it's good timing.
