There is little sense to the pattern. Individuals have no set time they are here, no markers that define their purpose or the length of their time. It seems to be a random selection.

Lelouch has not returned to the facility. I am beginning to suspect he will never return.

Then he... should remain in your original world until the conflict has been resolved. [Of course, Gaara doesn't know that Lelouch will die at the end of the war.]
Based on what I have observed. [Not to mention, his own impending demise.] This setting... seems to be an escape for those that are deceased in their respective places of origin.
There were recent terminations... Perhaps that is the reason.
