If so many dislike him, he must have deceived many, to get where he is now. Why all these policy changes? While I appreciate a good leader, he seems to be choosing them at random.

Also, is Lt. Hawkeye faring well? She seems despaired, in a way. Strained.

... I think he's out of his jurisdiction. He's the Warden, not the freakin' chief of police. And here I thought I'd escaped all the turf wars.

She's got a lot on her plate. And I'm not her keeper, I don't know.

Agreed. I suppose there is some dissension in any group, for better or worse. Who is chief of police? (I was under the impression that it was Lt. Hawkeye, or that at least she was high in ranks for the police.) Whoever it is, I suppose, is best fit to deal with the situation.

Actually, as far as I know, that really is Lt. Hawkeye. That's why she's got so much on her plate, I'm guessing.

Doesn't look like he's suggesting any sort of adjustment to who does what, we still have the Intelligence part and the Assaults part.

But what's that all about with the "only when they're willing to press charges" part. He's so out of his jurisdiction.
