Why is there nowhere to change the settings?

ok guys this is where you tell me "oh you just go to the control panel at [CONTROL PANEL LOCATION HERE] and change it, what are you stupid or something" and I go "Ohhhhh!" and "D'oh!" and feel stupid but then I fix everything and I'm happy again, ok? kthxbye
