First off, like always, I noticed that the image was a bit blurry, so I sharpened the image twice. Using the SMUDGE tool (hardness 40, opacity 40) I smoothed out the skin, and ONLY the skin. (I left the lips and the eyes alone).

I duplicated the image once. I set the new layer to SCREEN 100%, and then I desaturated it. I merged all the layers.
I took this texture (made by
colortone) and I set it to OVERLAY 60%. I merged all the layers.

I created a new Raster Layer (Layers > New Raster Layer), and I set it to MULTIPLY 60%. With the pain brush tool (opacity 65, hardness 54) I chose the colour #65160B (which is a deep red) and I painted over the lips. Using the SMUDGE tool (hardness 40, opacity 40), I smoothed out the edge of the lips, so it doesn’t look so rigid. I created another new Raster Layer, and I set it to SOFT LIGHT 100%. Once again, with the PAINT BRUSH tool, and with the colour #1BACFF, I filled in the eyes.

I merged all the layers. I duplicated the base and I desaturated it. I moved it to the side. Once again, I created a new raster layer, set it to SOFT LIGHT 100%, and filled in the eyes of the black&white layer with #1BACFF.

I took this texture (made by
_hakanaidreams). Using the SELECTION tool, (shape: rectangle), I cut out a vertical portion of the white area of the texture.
