meaning well =/= doing something well

I have now been part-time sys admin, after not being a sys admin really since 1989, for the company for about two weeks. We had some very bad luck, with an ice storm causing server damage and stuff. Tellingly, they are already talking about hiring a part time sys admin. I told them I was feeling more rusty than I had expected and super behind-the-curve. This may sound almost unbelievable, but in 1989, networking just wasn't that big a deal yet. So I have to learn all that networking stuff (which in my impression dominates the task list) have become common since then.

The thing I am most worried about [and this might sound weird] is that I have no visions. I can try to put things back into a state that they had before X happened; but I cannot do what I routinely do in programming and say: This sucks, there is no point in scotch-taping this; we need to .... Except I have nothing to fill the dots with. I cannot work toward a regulative ideal of what the perfect company network and machine setup would look like, because I cannot imagine it. I can only try to preserve, embalmer like, what others have thought out before me and what I rarely comprehend in all of its ramifications.
