Firstly, the Canadian Supreme Court is nothing like the American COngress. The Americans also have a supreme court.

Secondly, George W. Buch doesn't elect anybody. The congress consists of two groups, the senate and the House of Representatives. The senate consists of 100 senators elected by the people (2 per state).
The House of Representatives consists of 435 representatives who are also elected by the people.
For a law to be passed, it must be passed by the House of Represtatives and then accepted by the senate. Getting majority for such a collosul thing as changing the number of terms for a person to be the Head of State will be extremely hard.
Normally, if such a law was passed, the Supreme Court could abolish it if they see it as Anti-Constituional. The problem with that is that the Supreme Court is mostly Republican. Therefore, George Bush has more freedom than a Democrate persident would.
Nevertheless, not even the Congress is stupid enough to allow anybody to be able to serve more than two terms.
