Yes! Very! what can I say, I love the Hewlett. There's just something about him(though the same can be said of 1, 2, 3, 5, 6, 7, 8, 9, 10, 11, and 12)

Sam (hobbit) would want Sam (Seaborn) to enact legislation limiting the use of characters named Sam in things like this.

I really cannot see either of them ever swearing fealty and meaning it... maybe if Sam went through the gate and ended up stranded on Serenity, she might abide by Mal's rules.

Dude! Kaylee totally needs to share space with Abby! Gibbs is too masculine, he and Kaylee would clash, but Abby is as much in love with dorky girl stuff as Kaylee. Plus, Kaylee would love Bert the farting Hippo.
07. 2, 7 and 12 have dinner together. Where do they go, and what do they discuss?
They get fancy DC food, someplace that serves rabbit. Sam (Carter) and Josh could discuss the role of the military in the new administration, and Sam (Gamgee) could jump in when the talk turns to loyalty and the call to serve.
08. 3 challenges 10 to a duel. What happens?
If it were early Daniel, with his propensity to die, Abby'd kick his ass, but Daniel's had some training and is much better in combat these days. However, since I don't like to see either get hurt, i say they solve it with diplomacy instead (well, maybe Daniel can take a couple hits, he looks good bruised and beaten, just nothing serious).
09. If 1 stole 8's most precious possession, how would s/he get it back?
Sam would sue Jack, the air force, the SGC and anyone else he had too, or he'd just use the puppydog eyes and ask nicely (and if that turned embarrassing, he'd send Donna for clean up, and what would Jack want with Donna's pink panties anyway?)

I'd like to say great, but probably not. I'd pester him with (stupid Canadian person) questions about policy or American politics in general, he'd get fed up and yell, or just leave.
